Foreigners’ Learner’s License or FLL
Foreigners’ Learner’s License or FLL is issued to foreign citizens from India, Pakistan, Nepal, Bangladesh, Sri Lanka and the Maldives who have applied for an Indian residency visa before travelling. It is also known as Foreigners License or FL. This kind of learner’s license is issued by the RTOs in India, who can verify the identity of a Citizen from a neighbouring country.
Student Learner’s License
Student Learner’s License is issued to those studying in India who have enrolled in an institution with a student visa and are above 18 years old. This kind of learner’s license is issued by the RTOs (Regional Transport Office) in India.
Senior Citizen Learner’s License

The applicants must first get a Learner’s License to learn to drive a motor vehicle. Once the Learner’s License is obtained, it gets converted into a Regular License after passing a driving test in which one has to drive for at least 50 hours.

You can download a PDF of the learner’s license, called Driving Licence LLR (Long Form), and you can download it online. This website provides the necessary steps to obtain a copy of your driving license.
Step 1: Log on to www.parivahanportal.gov.in.
Step 2: Select your state from a dropdown list at the top-left of the screen and click on the ‘Next’ button.
Step 3: Click on ‘Public Services’ located at the center-left portion of the page; you will be redirected to another page, where you are requested to enter an ID and Password. The default ID is “1234”, and the password is “1234”. You can change it immediately after you log in by clicking on the ‘Change Password’ link (located in a popup window) or going to the Profile link and editing the details that are asked there.
Step 4: Click on ‘Driving License’ located at the center-left portion of the page; you will be directed to another page, where you will have to enter your 10-digit DL number and click on the ‘Login’ button.
Step 5: Once login is successful, click on ‘Download DL’ located at the left side of the screen; you will be directed to another page where you can see a PDF file displaying your driving license. You can save this PDF file onto your computer system by following the instructions displayed on that page.
You can now print this PDF file if you wish to take a copy of your driving license.
Step 6: You can download other documents from this website by clicking on ‘Related Services’ located at the centre of the screen; you will be directed to another page to see a list of more services available for download.
